Plants for Wet Spots in NC Piedmont Clay: A Three-Tier Method
Tolerates clay and tolerates wet are two different claims, and nurseries blur them constantly.
NC State's own plant database keeps them in two separate fields for exactly that reason: soil texture and soil drainage. A great many plants sold as good for clay require good drainage and will die in a wet spot. If you put a moisture-loving plant in a basin that holds water for four days, it dies, and it will not be the plant's fault.
So here is a method rather than a list.
Do this before you buy anything
A plant list on its own is close to useless, because wet is not one condition. A spot that clears in eight hours and a spot that holds water for four days are completely different growing environments taking completely different plants. You cannot tell which you have by looking. You have to measure it.
The 24-hour test hole

This is NC Cooperative Extension's own method. Dig a hole about a foot deep at the wettest point. Fill it with water. Let it drain completely, then fill it again — the second fill is the one that counts, because the first is only soaking the dry walls.
Now time it:
Drains in under 12 hours — quick. Your basin behaves like an ordinary bed. Clay-tough plants are fine here, and they will need watering in summer.
12 hours to 3 days — standard. Moisture-loving plants work in the basin. This is most Piedmont sites that have been graded properly.
Over 3 days — wetland. Inundation-tolerant plants only, and nothing else. This is common in undisturbed Union County clay.
Extension's shorter version: if water is still in the hole after 24 hours, you need a plant that tolerates wet conditions.
If the answer is over three days, read that as information rather than a plant problem. A basin designed to work should clear a one-inch rainfall within three days. Longer than that and you are not choosing plants for a rain garden — you are choosing plants for a wetland you did not intend to build. The honest fix there is usually drainage, not planting.
The three tiers
Every plant belongs to one of these. The tier is not a preference. It is a survival limit.
Tier A, inundation. Tolerates standing water or repeated flooding, documented with explicit flooding or standing-water language rather than inference. Goes in the basin — the bottom of the low spot where water actually collects.
Tier B, moist. Wants consistently moist soil and will not tolerate sitting in water. Goes on the slopes: wet after rain, drains within a day. This is the tier that gets killed by optimism.
Tier C, clay. Handles heavy clay but needs the water to leave. Sold as tough, which is not the same as wet-tolerant. Goes on the rim and everything above it. Never the basin.
Where each tier goes
NC Cooperative Extension divides a rain garden or wet area into three zones. The zones are about position; the tiers are about tolerance. You need both.
LOW, the basin bottom: the pooling area, the wettest zone, requiring the most careful selection. Tier A only, unless your test came back quick or standard.
MIDDLE, slopes and sides: intermittently wet, flooding then dry. Tier A or B.
HIGH, rim and outer edge: may experience brief overflow but not standing water. Tier B or C.
The reason most homeowner rain gardens fail is that people buy from a rain garden plants list and plant the whole thing in the bottom. Half that list is slope and rim material. A plant is not a rain garden plant on its own. It is a rain garden plant for a particular drawdown rate at a particular height in the basin.
Tier A: plants for actual standing water
Every one of these carries explicit flooding or standing-water language from an NC source.
Trees: bald cypress (Taxodium distichum), black gum (Nyssa sylvatica), overcup oak (Quercus lyrata), willow oak (Quercus phellos), red maple (Acer rubrum), river birch (Betula nigra), swamp chestnut oak (Quercus michauxii), American hornbeam (Carpinus caroliniana), wax myrtle (Morella cerifera). All NC natives.
Shrubs: buttonbush (Cephalanthus occidentalis) — NC sources put it in standing water up to 3 feet; Virginia sweetspire (Itea virginica), specifically named for rain gardens and bioswales; red chokeberry (Aronia arbutifolia); spicebush (Lindera benzoin).
Perennials: southern blue flag iris (Iris virginica), which grows in 6 inches of standing water; pickerelweed (Pontederia cordata), rated to freshwater depth up to 12 inches and occasional flooding to 20; broadleaf arrowhead (Sagittaria latifolia); cardinal flower (Lobelia cardinalis), whose soil should never be allowed to dry out.
Grasses, sedges and rushes: sallow sedge (Carex lurida), Cherokee sedge (Carex cherokeensis), bushy bluestem (Andropogon glomeratus), switchgrass (Panicum virgatum), soft rush (Juncus effusus).
Fern: American royal fern (Osmunda spectabilis).
A name trap worth knowing. Nurseries still sell the native royal fern as Osmunda regalis. NC State's database lists O. regalis as not native — it is European. The North American native is Osmunda spectabilis. Both handle standing water, so the plant will live either way, but if native status matters to you, check the label.
Tier B: consistently moist, but not flooded
This is the tier that gets killed. Everything here wants damp feet and dies with wet ones. Slopes and rim, not the bottom.
Trees: sweetbay magnolia (Magnolia virginiana), which tolerates wet, swampy and boggy soils unlike most other magnolias; swamp white oak (Quercus bicolor).
Shrubs: summersweet clethra (Clethra alnifolia), possumhaw viburnum (Viburnum nudum), silky dogwood (Cornus amomum), American elderberry (Sambucus canadensis), inkberry holly (Ilex glabra).
Perennials: rose mallow (Hibiscus moscheutos), scarlet rose mallow (Hibiscus coccineus, a Georgia and Florida native rather than an NC one).
Four plants we will not oversell you
These came up in the research with genuine contradictions between NC sources. We would rather tell you that than pick the answer that sells more plants.
Winterberry holly (Ilex verticillata). Ecologically a wetland shrub, and one NC Extension county list rates it for wetland conditions. But the NC State plant database says it requires moist, acidic soil with good drainage. Two NC Extension sources, flatly contradicting each other. Our call: plant it on the lower slope or the basin edge, not the deepest point. If you want red winter berries in true standing water, we do not have a source we trust enough to promise it.
Swamp azalea (Rhododendron viscosum). The common name says swamp. NC State says it requires enough drainage to avoid roots in constant standing water. Slope, not basin. This one catches people precisely because of the name.
Fringetree (Chionanthus virginicus). Appears on one county rain garden list rated for wetland. The state plant database supports no such thing — its only tolerance claim is clay and drought. We have put it in Tier C. Do not buy it as a basin tree.
Rough goldenrod and southern lady fern. On both, the written description and the structured drainage data on the same NC State page disagree with each other. Placed conservatively, on slope and rim.

When plants are not the answer
If your test hole is still holding water after three days, or if the wet spot moves and grows year over year, or if it sits against the house, plant selection is not the lever. The basin is receiving more water than it can shed, and on Piedmont clay that is usually a grading, roof runoff, or conveyance problem.
